Don't like to play Devil's Advocate, but Empusa didn't have that much options. Waiting would only result in them dieing too. Shooting anyone else just wouldn't make any sense. So they did what they had to do and atleast offered their members a chance to shoot a bit.
You could suggest that they should've blooded more then, to survive. But let's just be glad they didn't, shall we?
