1) one faction so heavily outnumbers the rest
2) the entire economy of the game is focused on one city which is controlled by said faction
2a) control of that economy means its impossible to financially compete even if by sheer luck you can decimate some of their number
2b) similar to a war of attrition, by controlling said economy, they are able to restock their bullets and shoot again much faster
3) and here's the kicker; the ONLY way to compete in that instance would be to buy huge amounts of dc's to turn into capital
Most of you are probably now considering various conspiracy theories but i'm going to give omerta the benefit of the doubt and simply say that they aren't in a rush to fix something that benefits them.
Capitalists will always chase the short term gain, even if it destroys them, and then they'll blame the players when it comes crashing down.
