Well.. If I had [proxy] accounts re-ranking to get my family back up, I would want to keep it as secretive as possible. Until my members (or proxy accounts) reached brug, it would be to my advantage to make it more difficult to track my family's members (Without some type of logger, this laggy server becomes painstaking to sort through each family's promotions). The trick to finding a downed family's members is to identify which remaining families are suddenly expanding (i.e. Gambino)
By knowing where the Pact members are, I could deduct how much of a threat they might pose, thus I would know when to take action so that they did not have a chance to regain control over the server.
I'm not saying it's the case.. But I believe the popular theory behind the accusations is that Pact tops control this website and they do not wish for anyone to easily track their whereabouts while they are at a supreme disadvantage.
