They aren't actually talking about the cheaper detecs due to CDTC rank. They are talking about HPs = cheaper detecs to hire, that's where the difference comes from if you hire detecs on 2 different people.
For example you have 3k HPs, the first target has 6k HPs and the second has 1k HPs. Base amount of detecs is $2000 each, the first target will become more expensive than $2000(has more HPs than you), the second target will become cheaper than $2000 for each detec.
So HPs aren't just cosmetic, they still have a purpose.

And the only reason is cheaper dets, in a version where due to lackeys everyone has plenty of money. But then again, it's a fail game design that causes this, as most hp should not give any advantage, it should be a sign for the most respected players.
