They've done a bit to disincentiveise pacting, by removing HoF.
They could go further by giving BIG vouchers to fams who don't pact.
But pacting ruins the game.

Buying bullets is already a lot harder, maybe even too hard for some beceause of the raceform.
Also, plating will be removed in total later, but will be changed into bruglione (something like that was stated at DM)
