Shooting the bottle = scripters shoot the bottle 24/7 while lackeys do small crimes for money = even bigger advantage for scripting = less people using lackeys = less money for crew = no go.

Now that we have established that all cities more or less are the same, why did you all stick in Detroit. Detroit was only so overcrowded, because you made it overcrowded. And instead of changing it by populating other cities you yet again, went crying that admins should fix it and make the cities more balanced.
Which brings me back to my original 3 questions. You know it's a text based game, so how should they have leveled it more? Make it less or more text based?

It has been suggested before to close down Detroit entirely for one version (and maybe replace it by some other city, but that doesn't sound entirely necessary). That way players are forced to move somewhere else and there's a fair chance not everyone will go to the same city. Provided not everyone starts in the same city anyway.

Outcome being based on the things you mention and what's left in the spot sounds fair, indeed. The problem about time of the day can be solved by not using 24h but 28h for reset. Everyone than has a somewhat better and somewhat worse chance throughout the week and in precisely a week time it all starts over again (6*28=7*24).

As suggested before...
People used to travel for b/n runs when it was all manual, so the money got distributed more evenly. You could easily give people an incentive to travel again by making group crimes more profitable when you travel to certain places in the same way b/n was more profitable at certain places. You could think of many examples to do so.
Give a higher succeed percentage for doing heists/oc/moc at a certain place. Make this visible in sort off the same way you make b/n prices visible. This could swap every half hour, or you could just base it on the amount of times people did group crimes in one place that day. F.e. there were a lot of group crimes in detroit, so the chance to succeed is lowest there(everyone already got their shit nicked obviously). In Corleone there was hardly any group crime at all, so the chance to succeed is higher there.
You could even make some sort of ingame crowd and federal banks etc. who's pockets and safes get depleted as there are more group crimes in that certain city. Would make it a hell of a lot more interactive again in one swoop too.
