KS got disabled for 4.5 because the Omerta Crew were becoming concerned about the 'KS farming' what was going on in previous versions.

before ks they need to solve the financial issues in the game imo..
cus everyone stays in detroit and families in other cities cannot make money anymore..
this causes a huge disadvantage between the detroit fams and other city fams, especially when u consider in wars..
they can make feds more active in detroit, or punish detroit somehow so that people can travel to other cities..
otherwise ks or other changes will not matter much imo..

Nah, not really slow. Brando being his usual self, announced they are reworking/tweaking it. And he implied a worked over ks would would be back in some form during this version.
