I think everyone agrees with me, that the still standing families are the winners of this version, but who? or is the whole "pact" the winner of this version?
Here a list of a counts per family of involved wars:
I just counted all the involved wars, i didn't made a selection between big, small or normals wars.
Marangello - 19 wars
Quirites - 16 wars
Vincitori - 13 wars
Conflict - 12 wars
Liberta - 12 wars
Presidential - 6 wars (had most wars last version!)
Righelli - 5 wars

I have a hard time distinguishing between the pact families to point out a single fam to be the winner, so winner: The whole pact!

Whole pact, but the leading family in that pact has to be marangello for sure. The war stats speak for themselves, most wars and taking most of the targets in most of those wars as well
