its the same people crowding up in the shire every round together halfway through the round
they branch out to other families to network, what gets real gangsters killed, being also with other gangs
hurts gameplay but it wont change! at least they give you enormous family and friendlist to find targets to shoot :)

Liberta is just one of a hundred family names that emerge together to overpower a round a few weeks into it after first war. They all try to solicitate their banner, but it's a banner amoungst many others on a higher display.
You also would see them as second place before this final phase in other rounds and not do much but obey first place family. No spite intended it's just the story of Liberta.
