This has nothing to do with any legal system. It's simply part of the contract with PayPal. If Omerta can show proof they rendered the services promised to you, your claim wont go through. And no, not making it impossible to cheat doesn't count (or please point to the TOS section that says so). Luckily for you, they probably wont bother since you likely haven't bought enough DCs for the effort to be worthwhile.

Because the company Omerta does not guarantee a secure gaming environment here and DO ask for investment by buying DC`s. They renounce their pledge once you purchase DC`s.
