There was actually some discussion about some form of ranking ladder. On that ladder you could only shoot 2 places up or 2 places down. When you declared(you'd have to declare) war on someone killing would be unlocked for 2 days after those 2 days it would be over. After that you'd have a period of some days in which noone could declare war on you, so to let you rebuild. It's starting to look mighty good from where i'm standing.
There was actually some discussion about some form of ranking ladder. On that ladder you could only shoot 2 places up or 2 places down. When you declared(you'd have to declare) war on someone killing would be unlocked for 2 days after those 2 days it would be over. After that you'd have a period of some days in which noone could declare war on you, so to let you rebuild. It's starting to look mighty good from where i'm standing.

There is no way to implement any rules against pacts etc. the only way is to have a random generator that pitches a family against another within a family seize. say you have the following:
family A B C D E F A & C & E have 60 members each so they get told that they have 5 days to attack the name chosen for them blah blah blah you get the idea.
