Isn't that quote pretty much what I explained? If the don has 15k more HPs, than the target he wants to hire on, he'll get them pretty much for free.
Maybe they wanna track movement of certain people throughout the day, maybe they wanna stalk BF owners. There are more possible reasons to it then just the "hire detecs in war time".
And yeah, it wouldn't be my strategy either, but to each his own.

There is a difference between reminding your members and ordering your members ('we want you to ...). And the only reason is cheaper dets, in a version where due to lackeys everyone has plenty of money. But then again, it's a fail game design that causes this, as most hp should not give any advantage, it should be a sign for the most respected players.

My reply was more aimed at the 'we can hire dets cheaper' than the 'our don can hire dets cheaper'. Since you stated that they were doing it for individuals rather than for the cdtc that (used to) benefit the whole guild. I don't know if cdtc still gives you cheaper dets.
