That won't stop people from cheating with bust outs since you get account strength for bo's, but that's fine, they just need to take down the cheaters more, more akills, harder punishments, make clear cheating is not allowed on omerta, otherwise ipban for some months.

If you steal a car in real life and the police only takes away your car and you can walk free again why wouldn't you do it again? Same goes with cheating, only akill is no real punishment, ipban for a certain time is.

That fam is not the only one, don't forget sripting that is still done at a large scale today, there is still way too much cheating in this game (and i still forget to mention dupes and bugs). Real honoust players that don't cheat have a big disadvantage above cheaters. Still admins say they are doing the best they can against cheaters, only problem is i haven't seen a decent akill wave against scripters since a couple of years. Also only top 5 account get akilled for sharing, we all know a lot more people do that, not only people in top 5.

They should take more action against cheaters and give them ipban get your account akilled and create a new one and turn on your script/tv is not a good solution give them a 3 month ipban at least please. Discourage cheating, take harder measures to catch cheaters and punish them we want a fair game.
