You are missing Smul's point. Lusa didn't simply keep their members offline so they stayed listed as CD on their profile. That would have been harmless. What the Lusa GF did was shuffle members around to one capo's regime so that when he logged on he would have the regime strength to promote to CD again and could SHOOT at that rank. Therefore it did influence the KA.
This tactic was rinsed and repeated dozens of times. If you don't believe me, use this site to look at the promotion history of all the Lusa top accounts. They all demoted to Brug and repromoted to CD/GF like 6-7 times each. If they had just harmlessly stayed offline like people are saying, that would not have happened.
This tactic Lusa used wasn't really a bug, but they certainly "gamed the system" with it, which the admins obviously didn't like. The easiest way to fix this would be to put like a 24hr timer on moving members to new regimes. It's a pretty simple fix.

That makes every family a cheater family then. In the last couple of versions a huge amount of people used this visual exploit, with admins knowing about it and not doing anything about it (because it's only visual). The punishment should meet the action, when a visual exploit is not considered abusing because it doesn't get fixed, is known about by admins, is only visual, then I think a fix and demoting to bruglione would be more than enough. Every family with a CD or GF has used it. Even if I'd be inactive and my regime would get shot, I'd be bug abusing for not logging in to do a crime after my regime was shot? What if I'm sleeping 8 hours and going to work for 8 hours? Am I a cheater then? No because its considered just some design flaw in the game that everyone including admins know about and nobody cared about.
