Because you need to be from a certain place to know if things are not from a movie? The quote originates from Machiavelli's "The Prince". If you google a bit you'll notice that's slightly before the movie you refer to.
Also if you go even further back Sun Tzu said something similar, again slightly before your aforementioned movie.

Days of all brugs online in war are long gone... No family will be able to bring all their brugs online, hell if any big family (with big I mean 40-50 brug+) is able to bring over 60% of brugs online in war it's quite an achievement. Even in 3.0+ versions it was impossible to bring ''all'' brugs online after 1st 2-3 wars.
Also when there are CD's in game you don't care as much for brugs online as you do for CD's. And with lackeys literally anyone can reach brug with logging in 1-2 times in 3 days, counting them in wars is pointless.
Also getting dupes online was easiest thing, if you already have a dupe inside a family it's most likely you know owner of it and that he is trustworthy person. As someone who had few dupes in a family (not mine but of other tops/trustable high ranks) they were always online when we needed them.
