It's actually very simple:
Back in the old days, mr. Fingon used the Fibonacci sequence to give points to soldier+, and his "formula" we still use basicly everywhere because it works so well (you can still find it on live famstats, on war report at the deaths, etc).
However, in this case this couldn't be used. Because we wanted to make every rank count, and not just soldiers and higher (because ES dupes can also be used for shady reasons), and the Fibonacci sequence in that case would give one point to an ES while give 1597 points to a GF, and we found a factor of 1597 to be too high for the difference between lowest and highest rank.
So, we had to think of a new formula. We talked about ideas like dividing all numbers by 10 or grouping lowranks in group of two (so ES and DB would get same points, Pic and Shop as well, etc.), but in that first case the factor of 1597 would still exist and in the second case not all promotions would count anymore, not something we were glad with.
Because I've made up formulas for mathemetical problems and computer programs before (they are really handy in game engine development), I knew using a basic factor between 1.2 and 1.6 works very well in these ocassions (for instance, with basic factor of 1.5 you get 2, 3, 4.5, 6.8, 10 (rounded to one decimal)). Because raising to the power of is used (for instance, 1.5 ^ 3 would give the factor for rank 3), I knew that, because of it's basic nature of the number, √(2) would work very well as a good factor (is around 1.41, so was a perfectly good number within the range I was thinking of), and luckily it does (if you look at the number sequence, you can see the traditional powers of 2 between the decimal numbers like 2, 4, 8, 16, etc.). Using rank - 1 and multiplier 0.5 are just simple ways to shift the formula in such a way that it gives a nice sequence without too high numbers (staying under the three digits per rank).
So now we have a sequence which in its progression looks very much alike Fibonacci's sequence (for instance, GF is over twice as high as Brug, just like it was in the old sequence), which works from ES and up instead of Soldier and up, and which only has a factor of 181 between ES and GF, instead of 1597. The only downside is that we have decimals now, but we can live with that.

We've adjusted the algorithm used to calculate the points at the hall of shame. It uses the following formula now:
0.5 * (√(2) ^ (rank - 1))
We will also add some code to give more points for top 3 or capo's than normal members.

Before you start calling people names:
1. An algorithm is simply a definition of rules by which some result will be determined. There is no mathematical proof available for any algorithm, as long as it follows the logical rules of mathematics then it is a valid algorithm. Rix (and OBNews) has decided that 0.5 * (√(2) ^ (rank - 1)) will be equal to the points for a family's standing on the Hall of Shame, and therefore it is so.
2. There is no mathematical proof that F=ma, as it is a formula hypothesized after scientific research and cannot be proved using any mathematical theorems.
3. F=ma only applies in a limited range of scenarios anyway, and so therefore could never be "proved" in the mathematical sense because it has proven to be false via observation under certain circumstances.
