There's been a few changes to VAT laws in the EU that went into effect in 2015, specifically for online transactions. This is most likely related to that.
Donations, in the legal sense, usually require some kind of not-for-profit status, which wouldn't apply to Omerta. VAT has to be charged for everything else, aside from a small list of exceptions which don't happen to include increased click limits or ingame money.
If you have ever dealt with bookkeeping for a company, you'll know that VAT is a tax that companies merely collect and then forward to the tax authorities, they don't get to keep it. The VAT rate in the UK is 20%, so for every DC sold at € 2.99, Omerta collects € 0.60 VAT which has to be paid to the tax authorities.

Yea that's basically it. I don't know much about VAT regarding online transactions but i do know you need a very good excuse as to why you're not charging it, even when it comes to "donations". I still think it's weird they only raised the paypal prices though, but there's some VAT exemptions when it comes to foreign countries, so that probably explains it.

All the reason I can think of, is that the other methods, are already vat inclusive, that is why we may have got the 500 bullets with each paypal one, and they got an interesting tax audit.
