- No more families are allowed to be created

- All famless LC+ accounts get demoted to Asasssin and can no longer promote

If it came to it they could just declare a 48 hour time limit to find the winner where if nobody shoots the other then declare it no winner. To win could be easy if say Ontario waited and struck at the right time killing the tops and successors same with the other 2 fams.
