Make bloods an ingame option.
Each fam should have a dropdown box where they can select a fam to invite for bloods. If they accept, you are now bloods. So the max would be one blood per fam, while blood chain is impossible.
It should include some serious benefits if the game is won by a fam or two blooding fams, so that would discourage "non-official" bloods.
Add "State of war" button. When fams A and B declare on X and Y, they can only target each other, and members receive 48 hrs plating protection from all outsiders. That will make wars 1 vs 1, 2 vs 1, 1 vs 2 or 2 vs 2. This special plating should make fam members involved in a war 3 times harder to kill by outsiders, or fams not part of the war.
Remove the start plating cuz it sucks and makes the game predictable.

Is not that easy, the more as ones fams the harder to organize to bigger fams cuz they have to spend more cash to upgrade all those asones not to mention you will need more tops ingame, that's one more risk for hijacks etc. in the end a better oportunity for small fams who only focus with 1 to upgrade.
