Your diagnosises are almost right. But as i saw in last 3 weeks, imo lex also should be disabled with sluggs
And since suicides are taking down the game recently ( It was part of the game before because it was happening rarely and now its often which is bad) i was thinking about a solution about suicides. But not sure if it can come true tho.
For example
-48h protection could be 120h or less protection at reset.
-And a war button to every family's control panel and 3 hammers for each fam
1. hammer for bullets as usual
and 1. 2. and 3. hammer can shoot even without a war button.So if someone wanna shoot for fun to famless people, he/she has to get hammer first by top.
Once you have a war button, a member cant shoot anyone if they dont have the hammer or top3 makes it active.
I know it sounds pussy or so. But it could be the only solution to suicides.
Its like a declaring war in middle age, just it wont seen by other fams, or type names and u can even deactivate it after the war.
Lets say we solved re-rank, bullets and suicide problem.
We still have a huge problem which is caused by players.
Nowadays as far as i see, noone is trying to do something new.
People are doing anything just to be a winner including asslicking or merging as 10 fams.
Thats not good when the game only has 2 sides.
As i told you earlier, game needs something new, it needs a new side. Some families need to divide and make a new side together
Winning is less important than having fun imo.
Where is the fun if u dont shoot more than 2 times and win?
Or for some families, they just sit and duck wait, shoot once and claiming "winners of the vers wihaaaaa"
winner of my ass.
So as a conclusion, omerta needs 2sided changes.

After awhile most of us realized the kinks and ways to get good and play to some optimal level.

Resetting the two biggest versions shortly after eachother isn't smart to do (regarding wanting players to start on both) i know they have done it a lot in the past, but at leat a week or more in between isn't such a bad idea.

why you still play this game? for real...if you want to stay close to the ppl go to irc dont fill their pockets with monney, everyone knows who wins the versions is who buy more dcs who spend more monney in this game, even you know that you still play....this was a game about honour and respect, and now theres no either respect or honor, its like a gang game not a mafia game.
and i was wondering how can you change that? we cant, the main quest is in ppl brain, theres no smart ppl in this game, or better everyone wants to go for a safe mode just to win a fucking star!

Try to improve the game from within.
Big fams don`t stand forever, we`ve seen that in the past.
Sooner or later some brug thinks he`s better than the boss and starts a new fam.
First they`re bloods, but..
It`s after a few months that intrigues and poltics start to play a role.

Partly true. In past versions when reranking was still a thing a bunch of players would just skip to .NL or .TR where they still had their first accounts. Merging those versions might make for a bigger, better and especially longer version, but that's only IF reranking get's fixed too.

Suggestion if the admins are reading:
Perhaps try NOT running .NL .TR .PT and .COM all at the same time.
If players have more options to play across those versions all at the same time then you are diluting the players on .COM to complete in a good capacity. Let's be honest, in comparison to the other flavours, .COM is the superior platform.
I've not put much thought into how it could work but it can be something the Omerta wizards could brainstorm.
