While I agree that there's always more that they could do before any damage is done, I'm glad they're at least speeding up the time to revive (for now).
I don't have any inside knowledge at all, but I assume there are a lot of checks that aren't automated and need to be performed by a human. For example, if I were to check whether someone's using a private proxy, I'd look at the WHOIS data provided for the user's IP address and check if there's anything suspicious (for example, the IP might belong to a hosting company). That's not really something that can be automated (at least not without a lot of effort), and I don't blame them for not running manual checks on every IP address for about 3k accounts logging in every week just on .com.

3k would be too hard to do, but I don't think it's too hard to check the top 100 every now and then.
There are certain methods that can be easily implemented to gather fishy accounts as well, but you'd have to do a certain effort to do so and I think that would be the problem.
Of course, one motivated admin would be able to do this manually as well but then the game management should find someone they WANT to & can trust, because that admin would need to have unlimited access to the game data and not just the "systems" they use now....
Either way, game management are the ones to blame.
