It isn't the fact that fams don't try to get their members to their home town but many players just ignore it, because of the fact that you can't organise a decent MOC or even an OC in a different city, Furthermore nobody reranks because of the RP cap which is installed during the fact of lackeys/activity.

3.2 was the last version where alot of ppl still played, then 3.3 was shorter with less ppl, then 3.4 shorter with less ppl etc. until we've arrived at the worst version ever, with next version looking even worse than this one, i agree its over

this is sooo true. the first version you mentioned had lots of people playing and lots on irc at all times of the day and night. sad those versions are gone :(

lackeys killed the game.... maybe so. But without lackeys alot of players wouldn't have the time to play anymore. so the game would of died anyway. Players + devs killed the game.

with amount of players that could be in at same time?
Also make a chage for group crimes.
If there is a lot of crimes i city profit is going to be lower.
Something like - You can`t steal in poor city
