If the version had another month to run, with a large number of fams all of which were playing for the win, that would be a good strategy.
As it is, rebirths are no match for the winning families tanky accounts.

First time around, I don't think Royals were the right target, but it's hard to be sure. (IMO they're less good at pacting than Horde), but they could have formed a winning pact.
Second time around there's no way shooting Royals made any sense.

Small changes like:
- Fam name changes are impossible.
- Vouchers automatically go to the first 10 players who RANKED to brug in the winning family.
- RP star goes to first GF.
- Chiefs don't count towards kill star
Would stop Lati/Penta/Horde/Sluths being able to split the stars and the winning fam name at the end as easily. It would reduce the incentive for fams like Sluths to settle for 4th place.
