It's only natural that your rebirth is weaker than your first account, if you don't want to be weak like that you shouldn't have died in the first place. While it's true that some things still need to be adjusted and milestones are kinda buggy in general, given enough time and resources with your rebirth it can manage itself just fine.
But muh massive overhaul. :(
