Not really. They always say they have proof of course. I've never been informed about my akill's proof and if I ask why they're going to say "blabla we can't show, you can avoid it next time." It's only natural that your rebirth is weaker than your first account, if you don't want to be weak like that you shouldn't have died in the first place. While it's true that some things still need to be adjusted and milestones are kinda buggy in general, given enough time and resources with your rebirth it can manage itself just fine.

That's the only issue with current reranking system in my opinion. Having no attempts at all while being on a high rank makes no sense.
