I understand it can be hard for the admins to proof they are cheating if it´s brothers or roomates or something that play on the same computer.

Well, the first family to stop pacting is most likely getting gangbanged to pieces. So I even kinda understand why people keep doing it. Not to the extent we saw last version offcourse. But still. We need gameplay changes that resolve pacting. And yes I dislike pacting too.
