The new VAT laws made it impossible for online businesses to skip charging VAT completely (independent of where a customer is living or where the company is located). It also says that the VAT rate should be set depending on where the customer resides.

VAT certainly isn't new, but the VAT rules for digital services changed in 2015[1]. Before that, there were many loopholes, especially for services sold to customers in other countries. The new rules state that the VAT rate of the buyer's country applies. If this came up in an audit the tax authorities did for FY 2015, then that would match with the timing of when they started charging VAT. (The last bit is just speculation.)
