Indeed they will just merge with their sister and as1 fams to get rid of their little fams they use for extra spots. You still can have like 5 big fams in a pact till the end, which is still alot.
And if you create a bigger pact then 5 fams (like Anarchy always does) they will just stab the usefams in the end, so that only 5 fams from the pact stay alive.

If there is/are 1 - 5 families alive, Hall of Fame winners will get Gold star and gold vouchers.
If there are 6 - 9 families alive, Hall of Fame winners will get Silver star and silver vouchers.
If there are 10 - 14 families alive, Hall of Fame winners will get Bronze star and bronze vouchers.
If there are 15 or more families alive, Hall of Fame winners won't get star nor vouchers.
