There's a difference in making a 'pact' and just normal blooding and wanting to end with the bloods you deem closest. Pacting is more like Anarchy is doing, getting several fams to form an as1 + adding a couple more bloods to thicken your side. They got half the game now on their side, that's why I'm referring to the families who blood them as pussies, I wouldn't want to blood an as1 that big.
