How exactly? Every family capable of organising a decent war got raped already. There's only the pact and a bunch of shit fams left, that either blooded a family in the pact or are known for never shooting. They will de shot soon enough. With this ridiculously imbalanced ingame economy the pact can probably end the version already, but i'm sure they will take their time and claim it was a hard fought victory.
