Whats about if you do this..!
If you create a family in a city you need to controll it alone after you take one city you can move to other city to start a war agains the family in this city... Like if you are in lw and there is three other familys you need to take them first down after this you can shoot other familys but first take controll of it much fun and much more wars! This would stop mass asone and sis familys cause you need your full powet to be a powet house in a city just a option

The non pacting fams will never have the brains to figure out they need to take the pact out in order to avoid the same gayness as previous rounds. They will serve as loyal peons until the pact decide they have fulfilled their use for them, and kill them off. Slowly decreasing the number of fams untill stagnation is upon us again.
No use having 28 fams if most tops have the tactical ability of a 6 year old.
