Well, changing the KA in the middle of a version issn't doable, as the people who died before the change is fucked then. Kinda like in 3.0, when they suddenly threw Mia into the version when it was 7 months old.

It's not really a discussion when he's already decided not to do anything about the KA.
They have already decided its going to be rewritten. They just dont realy have an ETA on its release, so id imagine we have this one for the rest of this version, not least because people would moan if it was changed halfway through, even if it would be a good thing.
Something as major as a KA change cannot be changed midway through the version.
As much as this KA sucks, and I personally suffered and died while having a much stronger account than my target, but I really don't think it can be changed without people bitching and moaning about it. We'd never hear the end of it "we were winning and you fucked us up by changing the KA and made us lose. admins are taking xxxxx's side" and that kind of bullshit.

but everyone in warchan is like : nah offline, dont even bother. cause it will faill anyway.

Awarding KA bonus's to offline accounts makes wars better imo. This means shooting fam's need to target the online accounts and watch for other accounts to come online. Gives a family a solid chance to defend itself while not dooming the attacking fam to get raped in backfires (because success rate against online accounts is surprisingly high). If an offline account becomes Don, well that sucks, gotta kill him. You gotta pay the price for the accounts in high places. This also means that wars will take place more frequently when there are large numbers of players online. This means more shooting and excitement. Honestly, it's an interesting new feature, and I think it should be given a fair chance.
