First of all it doesnt matter how much time ur online, its how you spend it. 48% onlinetime would suggest RP in top50 atleast, not 180ish. I do wonder how much you shot. Even though he havent ranked as much as you, he has(probably) spent a few dimes on this game, which has gotten him a serious advantage bulletwise.

The pc version will be released really soon, there are actually stores that accept pre-orders, anyways Rockstar will announce it pretty soon
