It was called Rob.
After the outcries they introduced Mia as a counter.
We abused the hell out of it with 1 bullet Mia 3/c4 preshots and destroyed the system entirely and killed the concept.
A REAL implementation of this system without the insane side affects from not even being hit might just be what Omerta needs at this point.
Not saying its a fix to solve all problems, many more will arise, but the spray and pray approach isn't helping anyone either.

During the first war, albeit it was buggy KA, 90% of the attempts ended with both players dead.
I do know that sbanks is an experienced player so hopefully he can influence the decisions.
It should take a monumental effort to kill the strongest accounts in the game.
In fact health should be removed from the game altogether. Hospital and blood buying timers make no sense.

A kills B, due to the strenght of B A dies in backfire.
A fails to kill B but dies in B's backfire.

Have your LC's suicide their Chiefs.
Have your Chiefs suicide their Brugs.
Have your Brugs shoot their LC's and clean up Chief suicide fails.
Thats how you win wars without being crippled instantly after winning it.
Its a hard card to play or even justify to the members doing the suicide, since they will be trailing behind the rest of the version because of it, but thats how you win early control without losing most of your strength.
Now, take it to the current situation.
The only option that at least somewhat satisfies both parties is option D, since they both at least survive 60k being shot at them.
If either kills the other without dieing themselves that would equal the effort someone just putting in 5k lackey credits in the screen as putting hundreds of hours into an account.
If all the labor you put into an account, either yourself, a script or even lackeys still comes down to a 50/50 gamble, why bother?
