What most people seems to not realize is that this is a old as fuck game with outdated content. With all the facebook and app games out there good ole omerta just doesn't bring in much new blood. So we got the same people here that has been here for years, and believe it or not people stop playing a game sooner or later.
Whats killing omerta more than cheaters is the following:
* Old game, repetive tasks aint fun in 2016
* Aging playerbase, most people started playing when they were 13-18 years old (and that was 10+ years ago) but are now into their mid 20's thus less time to play a time consuming such as omerta.
* Harder market, back in 2004/2005 omerta got big because there weren't much competition. People got too many options now and a 12/13 year old textbased browser game just doesn't bring all the kids running.
So even if omerta was 100% fair and clean (which its obviously not) it would still see a large decrease in players.

I also played a full version on .PT and am very enthousiastic about it, it kept my sarcasm on .com alive and let me play the game I played on .com this time.
I died on .PT twice because of lack of communication with my family.
Which shows the personal bond you need between players to play the game wisely.
I enjoy .pt and detested .com.

Cash dropped in the pocket and waiting times to hire them again.
They`d be vulnerable and legal targets.
Active accounts, that do their heists and OC in time, are protected that way.
Raise the RP`s you can earn from heists and OC in the lower ranks.
Just limit the time lackeys can work unattended.

I don't wanna comment on your other claims, but sustaining a sleep schedule where you wake up every 2 hours is not that hard on your body. It's actually quite close to your natural sleep cycle. To quote:

So people can say "yeah admins don't have proof!", but that is proof in itself. Naivno is certainly not the only one that apparently only goes 2 hours tops between logins (again, unsustainable for more than a few days) so more bans really should come in my opinion for this alone.
You don't need to catch a murderer actually slitting the victims throat in order to convict him when the evidence presented is beyond reasonable doubt.
