Well, two things.
Alcatraz wasn't a reranker fam, so yes, it's their fault for being useless. They could've shot and gained KS themselves, making themselves stronger. But they didn't.
He has a point though, it's harder to rebuild a fam / accounts with the new KA. That's not necessarily a bad thing, because it would be crazy if strong accounts who've shot in a lot of wars could be easily killed by any re-ranker, but there are some things that could be added to make it possible if you work hard (like the KS farming thingy for lowrank rebirths you were talking about a while ago, or similar ideas.).

With the current KA und how accounts are compared in battle if you are down you are out for the version. You can't catch up and you will get killed for KS again if you don't join the leading fams.
